Fix checks when the git repo does not have the configuration,
but the parent directory (e.g. OpenWrt-RepoTool workspace) does.

tests: fix spellcheck sorting to use C.UTF-8 ... 00093039bd

We need a consistent locale to ensure sort order is as expected.
